This is a readiness screen, not a legal determination.The correct PPWR role depends on how the packaging is branded, commissioned, designed and placed on the market. If you are unsure which path applies, start with the brand-owner path and treat the role question as your first gap.

Brand owner, importer or retailer

Use this path if your company places packaged products on the EU market, imports them, or sells packaging under its own name or trademark.

1. Have you listed the packaging types used for the products you sell in the EU?
Think beyond the primary pack: include closures, labels, multipacks, cartons and transport packaging. Each distinct type needs a clear place in your inventory.
2. Do you know which company is the PPWR manufacturer for each packaging type?
This may be your company when your name or trademark appears on the packaging or you control its design—even if a supplier physically makes it.
3. Can each packaging type be matched to a current EU Declaration of Conformity?
A “yes” means the declaration identifies the packaging covered, the responsible manufacturer and the applicable requirements—not just that a supplier sent a generic certificate.
4. Can the claims in each declaration be traced to supporting evidence?
For example: specifications, supplier declarations, test reports or calculations that relate to the same packaging type or batch.
5. Do you have component and material information for each packaging type?
You should be able to identify what the packaging is made from, including relevant components, materials, weights and suppliers.
6. Have you checked which substance requirements apply to your packaging?
This includes the heavy-metals limits and, for food-contact packaging, the applicable PFAS requirements. “Not applicable” should also be documented.
7. Is it clear who owns approvals, signatures and updates?
Name the person or function that approves the file, signs the declaration and updates it when a material, supplier, design or legal requirement changes.
8. Could your team retrieve the right file for one packaging type without asking several suppliers first?
Test this with one real SKU. A defensible system retrieves the declaration and its evidence promptly from a known location.
9. Have importers and distributors in your route been given what they need to perform their checks?
They need a reliable way to verify identities, markings and documents and to obtain supporting information when requested.
