Short answer: The PPWR generally applies from 12 August 2026, but it is not one single deadline. Documentation, substances, labelling, recyclability, recycled content, reuse and EPR provisions have different dates and some depend on delegated or implementing acts.

The Regulation’s general application date. Manufacturer, importer and distributor duties, conformity assessment, technical documentation and the EU Declaration of Conformity must be assessed against the provisions applicable to the packaging. The food-contact-packaging PFAS limits in Article 5(5) also apply from this date.

Labelling milestones

Article 12 contains staged labelling obligations. The precise operational date can depend on implementing acts and transitional wording. Do not print a label roadmap from a summary table alone; check the applicable paragraph and the adopted implementing measures for the packaging concerned.

2030 design requirements

Important 2030 milestones include recyclability-performance requirements and minimum recycled-content requirements for specified plastic packaging. The exact assessment method, grade, scope, exemptions and calculation rules matter. A portfolio plan should connect every packaging type to the relevant provision rather than apply a single company-wide date.

Reuse and waste-prevention milestones

Reuse and refill targets and waste-prevention targets have their own scopes, reference years and later milestones. Applicability can depend on packaging format, sector, sales area or Member-State measures.

Use a controlled deadline register

For each packaging type record the legal provision, applicability conclusion, trigger date, dependency on secondary legislation, responsible owner, required evidence and next review date. Mark dates as confirmed, conditional or awaiting an implementing measure.

Review dates after every EU measure

A static timeline becomes unreliable when delegated and implementing acts are adopted. Maintain a change log and update affected files, specifications and artwork decisions rather than treating the initial roadmap as permanent.
