Registration comes first
LUCID registration is free and applies to packaging subject to system participation as well as packaging not subject to system participation. The registration must be completed before the relevant packaging or packaged products are made available in Germany for the first time.
Registration is not system participation
Packaging that typically accumulates as waste with private final consumers or comparable sources may require participation in an approved system. The producer then concludes a participation agreement and reports matching packaging volumes to both the system operator and LUCID. LUCID registration alone does not prove participation.
Classify the packaging
Determine whether the packaging is sales, grouped, shipment, service, transport, primary-production, reusable, deposit or hazardous-goods packaging and where it typically accumulates as waste. Use the ZSVR catalogue and published classification decisions where relevant.
Foreign producers
A company established abroad that sells empty packaging or packaged products directly to end users in Germany may need an authorised representative for EPR. Confirm the role and mandate before registration; do not assume that a distributor, marketplace or fulfilment provider automatically carries the obligation.
