Current position, reviewed 6 September 2026: France has long applied REP to household packaging. The operational start of the new REP framework for packaging used or consumed by professionals, initially planned for 1 July 2026, has been announced for 1 January 2027.
Separate household and professional packaging
Classify where the packaged product is used or consumed and which packaging stream applies. Do not infer the stream solely from a B2B or B2C invoice: packaging format, end use and the applicable French framework must be assessed.
Identify the producer
Apply the PPWR producer definition and the French transition rules to the actual transaction. For transport, service and primary-production packaging, the manufacturer, importer or distributor of the packaging can be relevant under the updated professional-packaging framework.
Registration and producer-responsibility organisation
Confirm the required national identifier and whether the producer fulfils the obligation through an approved eco-organisation or an authorised individual system. Keep the membership evidence, declarations, packaging classifications and reported tonnage together.
Labelling is a separate workstream
French sorting-information and marking requirements should be assessed separately from registration and fee obligations. A valid EPR registration does not, by itself, establish that consumer information and packaging labelling are correct.
Professional-packaging transition
The French ministry stated on 28 July 2026 that the conditions were not ready for efficient deployment on the planned date and announced operational implementation from 1 January 2027. Treat this as a controlled transition point and monitor final approvals, scheme instructions and producer guidance.
